In figure i.1 the Pentateuch is shown as a part of the covenant that God established with Israel at Mount Sinai. In that covenant God gave his laws to Moses, who passed them on to the Israelites standing at the foot of the mountain. Thus, in that view of the Pentateuch, God made a covenant with Israel at Mount Sinai, and it was to teach the Sinai covenant and the law that Moses wrote the Pentateuch.
